The Norwegian government provides scholarships for college kids from developing countries within the South and countries of Central- and East-Europe and Central-Asia under the Quota Scheme. the most objective of the Quota Scheme is to contribute to capacity building through education which will benefit the house country of the scholars once they return.

Each student receives the same amount of cash as a Norwegian student would neutralize an equivalent educational programme. About 40 per cent of the quantity is given as a grant and 60 per cent as a loan. However, the loan portion is waived when the scholar returns to his/her home country after completing the course of study. Students who stay in Norway after finishing their studies or take up residence in another country than their home country must repay their loan.
