To attract students outside Europe, governments of EU/EEA member countries and variety of Universities in Europe offer tuition fee waivers or scholarship programs for non-EU international students. Scholarship Council Canada lists the highest 10 scholarships in Europe for non-EU students.
European Government Scholarships for Non-EU Students

Holland Scholarships for Non-EU/EEA Students (Netherlands)
The Holland Scholarship, financed by the Dutch Ministry of Education, Culture and Science, is supposed for international students from outside the ECU Economic Area (EEA) who want to try to their bachelor’s or master’s at one among the Dutch research universities and universities of applied sciences in Holland.
